Monorail skimming the ground – Weekly Photo Challenge: Unusual POV

This picutre was taken at the railroad yard of Chiba Urban Monorail in October, 2012.
The yard was opened, then.

When I saw, I was surprised, and felt “it is unusual.”
Because, I thought suspended monorails run below the elevated railroad like the following picture.
